This Agreement provides for the establishment of a Council of Legal education, the objectives of such a scheme of education and training being to provide teaching in legal skills and techniques as well as to pay die regard to the impact of law as an instrument of orderly social and economic change.

Entered into force on March 17, 1971. According to Article 10 of the Agreement it came into force upon the signature or deposit of instruments of ratification or acceptance on behalf of the University of Guyana and the University of the West Indies and on behalf on Guyana, Barbados, Jamaica, and Trinidad and Tobago.
