Date opened for Signature: 2002/02/3Article 18 Provisional Application - This Agreement shall be provisionally applied by no less than eight signatories of the States mentioned in paragraph 1 of Article 3. According to Article 19 this agreement shall definitively enter into force when it has been signed by the states mentioned in paragraph 1 of Article 3 (i.e., Member States of Community).
