This Agreement provides for the establishment of the Caribbean Disaster Emergency Response Agency, which shall have as its objectives the following: to make an immediate and coordinated response by means of emergency disaster relief to an affected participating state; to secure, coordinate and channel to interested inter-governmental and non-governmental organizations reliable and comprehensive information on disasters affecting a Participating State; to mobilise and coordinate disaster relief from governmental and non-governmental organizations for affected Participating States; to mitigate or eliminate, as far as practicable, the immediate consequences of disasters in Participating States; and to promote the establishment, enhancement and maintenance on a sustainable basis adequate emergency disaster response capabilities among the Members of the Agency.

Entered into force on May 19, 1992. According to Article 32 this agreement shall enter into force when Instruments of Ratification have been deposited by at least seven of the States listed in the Annex to this Agreement, including Barbados, Jamaica and Trinidad and Tobago. Provisional Application 1. Seven or more of the Participating States listed in the Annex to this Agreement including Barbados, Jamaica and Trinidad and Tobago, may, upon signature, or at any later date before this Agreement enters into force, declare their intention to apply it provisionally. 2. Upon any such declaration, the Secretary-General of CARICOM shall convene an inaugural meeting of the Council.
